Eighth oldest college in US, founded 1766 under royal charter of King George III, established with support of Royal Governor William Franklin to train young men for ministry in Dutch Reformed Church, to counter Presbyterian-dominated The College of New Jersey (renamed Princeton University in 1896). Named Queen's College 1770, re-named Rutgers College 1825, in honor of Col. Henry Rutgers, Revolutionary War hero and college benefactor, corporate name changed by 1956 NJ legislation to Rutgers, the State University of NJ. Governed by a Board of Governors of 15 voting members vested generally with management and administration,  also has  advisory Board of Trustees of 41 voting members with certain fiduciary responsibilities over university assets in existence before 1956.

Located on three campuses, 70% of students in New Brunswick, others in Newark, Camden. Nearly 90% of students from NJ, 5% foreign students. Pursuant to state legislation effective in July 2013, absorbed Robert Wood Johnson Medical School, former medical school unit of University of Medicine and Dentistry of New Jersey, and other UMDNJ assets (with exception of University Hospital in Newark), initial 2013 restructuring also proposed transferring Rutgers Camden campus to Rowan University, but after opposition created affiliation with Rowan, which was newly designated as a research institution, also gave more financial and administrative autonomy to Rutgers-Camden under its own Board of Trustees. 

Reorganization effective in 2007 merged four of five semi-autonomous undergraduate colleges at New Brunswick-Piscataway campus into School of Arts and Sciences with unified admissions standards and academic requirements and 34 departments and 13 programs offering over 70 majors and minors; remaining college, Cook College established 1864 under federal legislation promoting agricultural research and support and subsequently responsible for pioneering work in development of Rutgers Tomato and controlling mosquitoes and shellfish diseases, became School of Environmental and Biological Sciences and former Douglass College, founded 1918 by Mabel Smith Douglass as New Jersey College for Women which grew to become largest women's college in US, after opposition to its abolition, compromise renamed it as Douglass Residential College, retaining four-year program with all-female dorms and offering classes on women's issues for 2,400 students. 

2022 US News & World Report Best Colleges ranked Rutgers #63 of National Universities, #22 in Top Public Schools; #33 in Best Colleges for Veterans; 2022 Forbes America's Top Colleges ranked #212 of Public Colleges,#54 of Best Value Colleges. Highest national rankings of graduate programs include Drama/Theater; Mathematics; English; History; Education; and Engineering. Professor Selman Waksman awarded 1952 Nobel Prize for work in development of antibiotic Streptomycin to treat tuberculosis, other infections, proceeds from commercial sale aided establishment of Waksman Institute of Microbiology on Busch Campus in Piscataway, also 175 other centers and institutes working in such areas as stem cells, climate change and DNA analysis. 

Late Ruth Bader Ginsburg a former Rutgers Law School professor named 1993 to US Supreme Court, served until death September 2020; prominent alumni include athlete, singer and civil rights activist Paul Robeson; US Senator Elizabeth Warren; Nobel Prize in Economics recipient Milton Friedman; sculptor George Segal; former National Basketball Association President David Stern; actor James Gandolfini; actresses Calista Flockhart, Kristin Davis and Jane Krakowski; Home Depot co-founder and NFL Atlanta Falcons owner Bernard Marcus; former FBI Director Louis Freeh; co-founder and CEO of NY Jets and noted entertainment agent David "Sonny" Werblin.

Jonathan Holloway, provost of Northwestern University and previously dean of Yale College and Edmund S. Morgan Professor of African American Studies, History, and American Studies at Yale, appointed effective July 2020 as 21st president of Rutgers, Holloway author of The Cause of Freedom: A Concise History of African Americans (February 2021); Confronting the Veil: Abram Harris Jr., E. Franklin Frazier, and Ralph Bunche, 1919-1941 (2002), and Jim Crow Wisdom: Memory and Identity in Black America Since 1940 (2013). Predecessor Robert Barchi served 2012-2020, major Barchi initiatives included integration into Rutgers of Robert Wood Johnson Medical School; implementation of athletic program's admission to Big Ten conference; and development of and fundraising for capital plan, including redevelopment of central New Brunswick campus with new administrative, academic buildings and student housing.

Announced December 2019 hiring of former head football coach Greg Schiano, provoked controversy over contract for $4 million-a-year base salary over eight years with additional benefits including performance bonuses, housing, air travel, private golf club membership etc. In talk to faculty in February 2022, President Holloway stated that it was "highly unlikely" that Rutgers athletic program would ever operate without a deficit, which is currently one of highest of major universities. Athletic spending accounts for 2.7% of total Rutgers budget.

Rutgers–New Brunswick announced February 2022 new financial aid program affecting some 7,600 students to enable NJ students with family incomes below $65,000 to attend tuition free, also provides sliding scale limiting amount of out-of-pocket tuition and fees paid by students with family incomes below $100,000. Tuition and fees account for 28% of university revenue; 20% from state government.
